Who should I contact if I haven't received a response about joining Talent Scout program?

About 3 weeks ago I had a short interview about joining the Talent Scout program - during the interview I was told that I would get an answer (whether I got in or not) within 1-2 weeks. 3 weeks pass and no answer - moreover the person I talked to mentioned that if I have any questions I can email her, unfortunately she doesn't answer either

What to do then? Should I continue to wait for a reply, or should I apply to the program again?
