Why Upwork Changed its strategy against the newbie freelancers

Upwork policy is against pushing a poor freelancers to acheive his/her goals . How a poor freelancer will raise his/her account because buying connects we cant afford. A small jobs charges about 16 connects and some rich freelancers will set their bids upro 40 to 50 connects so how can we improve .Please #upwork be kind with your poor /newbie freelancer.Shame on you upwork .If you had the same strategy we will move to another plateform
