Why did cut many connects to apply any job?

I applied for a job of USD20. Upwork cut 2 connects on this price (USD20 or less or more). But now Upwork cut 4 connects for the same job. Upwork cut 6 connects (before 4 connects) for USD50 or more. Why? Why did I not get free 10 connects after an interview? Where is the problem?
