Why is location based searching so bad?

Serious question here: why is it so hard to find jobs that are based on location? Every other freelance site has good search engines based on location yet Upwork seems to be pre-historic in this manor. Even when I use the locations as key words, they still shove listings in my face without any of the key words..... I can't believe more people don't talk about this.
