Why is my payment rejected even though my PayPal and my credit card are verified?

I've been having this problem for 3 days in a row. Yesterday I saw that my credit card on Paypal is not verified, and I took the necessary steps, but today the problem persists - I still get 2 emails which basically say that my funds are taken back to my Upwork balance and that my payment is rejected without any other information on how to actually solve the issue. What should I do?

I am having the same problem my payments keeps being rejected.

We attempted to process your recent payment request but unfortunately it
failed.
The reason for returned funds: Unable to apply funds.
As a result, the funds have been returned to your Upwork account and we need you to update your payment method for future payments.
