Why is "Propose contract" unavailable for come client conversations?

I am often asked to make contracts to start working with people. Why is the propose contract missing from my chat options? I told a client I would whip up a contract for us and now that I'm missing that option I'll look like an idiot if I go back saying I'm unable to do so. 

This is so frustrating. Please advise.

Hi Jamie,

There are three limitations to proposing a new contact:

• You can only submit one proposal per client at a time.
• You cannot propose a new contract to clients without at least one payment on a contract with you, unless they have messaged you from your project or consultation offering on Project Catalog.
• You cannot propose a new contract to Enterprise clients.
