When withdrawing a proposal, does Upwork credit freelancer accounts with "connections" used for said withdrawn proposal???

Nope. Connects never return unless the job is closed by the client or by Upwork if they detect a ToS violation. Withdrawing a proposal doesn't have effects other than keeping your dashboard clean.
