i own an agency account, and want to create accounts to my team

Dears, 

i created a new agency account and we are about to get hired, i need to bring our company developer to work on this project.

I created an account for this developer, and i invited him to my agency team. all went well untill upwork rejected his account.

any advice?

As a gentle reminder, please know that users are not allowed to create accounts for other users. In the future, please make sure the members of your team will create their own accounts, as creating, and using someone else's account is a violation of the Upwork Terms of Service. 

You can send me a private message (by clicking on myname) with the link to the freelancer's profile so that I can have the team review the account.

Thank you for reply, i will send the profile link now. just to clarify when i said "I created an account" i was aiming that as his manager i gave him the order to start creating the profile and we went through the process together.
