milestone infinitive changes request

the client wont end contract and request changes at same milestone again and again(he ask for additional changes for free) - how to dispute int this case?

however i already read them

and i follow this 

i tap on here ant it bring me here(i rememre when i did while ago it bring me to form for file dispute but not now),

client wont end contract he just make a "changes request"

so im wondering what to do next

how i can start dispute, because i obviously did what we agreed and he cannot "request changes" without exptra payment, but hi did
