The other party says they made the payment, but there is no money transferred to my account. They said that this error was caused by Upwork.

I checked the job you are referring to and can confirm that there is no active milestone on this contract. I see that the last payment was released by your client on Feb 4th which was withdrawn from your Upwork account on Feb 8th. You can refer to the Transaction History page for more information.
