Do upwork suspend the ID for biding more than 3 times a day? Is there any other criteria?

 That is a myth. It does not matter how many times a day you apply, it matters how often you get hired from the proposals you make overall.

People do, however, eventually get removed if they apply lots and don't get hired (or very rarely) as there is no point keeping people of the site whom clients don't want to hire.
