Upwork's guidance is vague about earning Rising Talent. I would guess that their algorithm takes into account how active you are on the platform, such as: 

How many jobs you have looked at
How many jobs you've applied for
Updating your portfolio
Updating your availability status 

And just general engagement on the site. I think you can earn Rising Talent even before you've completed your first gig and earned a review.
