How to write winning proposals?

Hello there,

Started Upwork last year, to get clients and wrote more than 40 proposals but I couldn't have won the proposals. Although polished my Upwork portfolio and learned about how to win the proposals, lastly tried once more with a new strategy but the results were the same.

I thought more than 10 dollars per hour were the reason I couldn't win the proposals, even though low-cost conducive proposals would help to win the proposals and slashed the hourly rate to less than 10 dollars per hour. Moved again and wrote the proposals but the result is set in stone.
Would you please give me a hand to find the solution?
