So if we are speaking very practically:
You don't need help.
Your client needs help.
I advise you to not spend time with this client.
When you see a real offer, feel free to accept the offer.
If the client is just talking, then don't waste your time with him. Maybe just copy and paste this:
"Thanks for your note. Feel free to get help at community.upwork.com if you have questions. I'll accept the official contract offer when I see it."

I checked and there are no issues with your account that would prevent an offer from being sent to you. That said, we check what may be the issue on the client side and reach out to them directly to assist.
