My #1 recommendation would be to be honest to potential clients. Tell them if there is a job you cannot do (or parts of a project). It will reflect well on you in the long term. Yes, short term you'll lose out on projects, but if you can't complete them, you probably won't get paid anyways, so...

Upwork, like any freelancing site, is a numbers game. Submit a lot of proposals, in the end - statistically - you'll land one or more. If not, revise your pitch, rates, etc. But don't try to underbid everyone, that makes it worse for everyone involved (even the client).
Be the best at what you do; doesn't just go for Freelance work.
