Not getting the rising talent badge

Can anybody please help me, I would like to start working here and I think the Upwork rising talent perk would help me start, I have completed all the requirments and I'm still not getting it. Any help?

Hi Misko,

Once you become eligibile for Rising Talent status, you will be notified directly and the badge will appear on your profile automatically.

But I have all the qualifications for it, does it mean I have to be invited for it?
