If a proposal was declined because my rate was too high (they wanted entry level rates), is it possible to renegotiate on my rate?

The only way is to submit a new proposal. (ETA: and actually, I'm not even sure the system will let you do that.)

But, be careful trying to compete on rates. There is always someone willing to do at a lower rate.
