Who applies for jobs... agency or freelancer?

If you set up an agency, can you apply directly to jobs as an agency?
Or do the freelancers in the agency have to apply for the jobs?

Hi Vincent,
 
I am happy to provide clarifications regarding how agencies work as far as proposals are concerned and plus, additional information which can be helpful to you as well.
 
  • Agency members can submit proposals on their own however, they can't accept or decline offers. This means that as a member of an agency, you may submit proposals as desired. The agency as a whole team, cannot submit.
  • Business managers can also submit proposals on behalf of any agency freelancer. When they do, they will see a drop-down of agency members' names where they can select and apply on behalf of. On the client's end, they will see the member and the agency he or she's affiliated with and not just the agency in general.
  • Members may be able to see reports about their own work, but cannot see their rates on their reports or contracts.
