Your payment has been rejected

Hi, I'm new to Upwork and a short time ago I did my first job, but I'm having trouble transferring the amount to my bank.
I have already been charged two transfer fees totaling $1.98. I've edited the account data again and it keeps failing.
Please someone help me, I would like to receive the tax that was charged to me since the transfer was not carried out.
