freelancer strategically disputes

Hi,

I was wondering what happens in the following scenario:

1) The freelancer seems a good fit and agrees to the job.

2) The freelancer delivers random things found on the web, totally useless.

3) The freelancer agrees to cancel the contract with zero cost on the client.

4) After the client cancels, the freelancer immediately starts a dispute to ask for the full money.

5) He does not participate at all in the dispute, does not reply to messages from the moderator, etc..

What happens next?
