0% Commission for bring your own client

Can anyone please update me on the latest policy of upwork for bring your own client? Also keeping in view that the profile is new and doesn't have any badge.

It appears that the "Bring Your Own" program is no longer in effect, so it would be wonderful to get confirmation from a member of the Upwork team.
