Error Submitting Proposals (cleared cache, tried different browser, different jobs)

Hello, as the title suggests I'm continously having this error while having cleared cache, tried multiple browsers, different jobs, and even on my phone app (same error there). Nothing seems to work. (screenshot attached)

Please help me out as it's causing me to lose opportunities. Thanks
