I recently hired a freelancer for a website design project. She has recently stopped responding because she wanted to wrap up the project a lot quicker than originally agrreed and is asking for immediate payments.

Freelancer able to stop works, it is not a problem. Just fire she and hire someone else.

Never do immediate payments. Release funds only after job done if fixed-price contract running.
