How to know if an Upwork freelancer is legitimate?

Hi there all, I am looking to work with a developer on a project where a lot of sensitive information is going to be involved. The developer has an ID verified badge, so my question is: What is the process to get ID verified? Is it rigorous, or can one easily defraud the ID verification. Let me know if anyone is interested in helping me out. Thanks.
