My client account is on hold

Hi,
 
I want to ask that why my account is on hold? The applicant I have hired is unable to accept my offer, and he is told that my account (i.e., client) is on hold. 60.7$ had been deducted from my card and has been shifted to upwork's neutral account (escrow). I have not received any email regarding holding of my account and all features are working perfectly. Kindly help.
