Need activity code to run upwork tracker

I have faced two issue. I've tried two to contact with Upwork team no one get back to me. One, I can't accept an offer and other one, I can't run tracker for another contract, it shows "you need to activity code, no task has not been assigned yet". My client not understanding what happened. Neep help, please
