Not able to submit to submit proposal

When I am trying to submit a proposal a message pops up saying there was an error loading this page. 

Even my internet is fine, please help I am a beginner.

I tried and can't seem to replicate the issue you're describing. Could you please try using a different browser or the incognito mode of the current one? You may also clear your cache and cookies.
