Paying contract issue

A freelancer has sent me a direct contract and it comes up with:

 

"We are sorry! We are experiencing a technical problem and cannot process your request right now. Please try again in a minute."

 

Yes, I have more than enough money on my bank, and managed to accept other contracts weeks before. I need to resolve this ASAP.
