Submit a proposal not working

Whenever I try to submit a proposal the button goes gray and a loading circle appears in it but thats it. Never moves beyond that.

The same applies to me. I have had to change browsers to submit a bid as it's impossible with Chrome. This has been going on for a few days.

Please do not open a ticket for me. I don't have time to get into a dialogue with someone who thinks world problems can be solved by getting rid of cookies. I'm simply reporting it.
