Can't add members in agency

I have just created an agency account and it show's this message. 

You are not able to add users. 

can you please help me out with this issue.

Thank you for reaching out to us. I would like to clarify that to be able to add agency members you need to upgrade your agency plan to Agency Plus. Agency Plus is a monthly subscription for $20.00 (USD) per month that gives agencies access to build their team and purchase shared agency Connects for $0.15 (USD) per Connect.
