Unable to Buy Connects for Agency (Basic / Free account type)

Hi, I would like to buy connects for my agency account. It has always been on the free plan, and this will be my first time purchasing connects for said agency. When I navigate to the page where we purchase connects, the option to buy more connects is greyed out, making it impossible to click and make the purchase. Please help.

Doing so allows you to purchase Connects for a rate of $0.15 (USD) each. It also helps you build your freelancer team with the benefits listed in this help article.
