Account suspended..How to create Ticket

Hi,

 

Our accout got suspended and getting a  message " Financial transactions on your account have been limited due to a failed charge...." We have updated the Card detials. How do we get the account re activated. I do not see any provision to create a Ticket...How can I create a support  ticket.
