Client profile creation issue

Good day,

I currently have a freelancer profile that I use successfully.
I tried to follow https://support.upwork.com/hc/en-us/articles/211067558-Be-a-Client-and-a-Freelancer to add a client profile as I need to hire someone, but I continually get a message to say I need to add a billing method.
I already have a billing method in place and has been used to buy connects previously, but I tried removing and readding it to see if that helped. I received a mail saying the card was added. I'm still getting the message that I need to set up a billing method first.

"You must set up your billing method before you can create a new client account."

Any advice on how I can bypass the error?
