Illustrator for brief legal guide

I need someone who can illustrate basic pictures of legal courtrooms, and other legal relevant illustrations.  About 10 pictures and a cover.  I would like the cover to be bold colors while perhaps the other illustrations black and white outlines, but open to creative ideas!

Hire 4 freelancers, and continue working only with the one (or ones) who are the best.

Artists vary widely in terms of style and quality.

I hire a lot of artists on Upwork. I usually hire multiple artists for any given task, so that I have choices.
