My freelancer failed to complete the project. I NEED refund and abolish the contract

Hi Upwork Team,

You can refer the project details in this link. The due date we promised is 25th of March. It has already passed way more than I expected and it seems there is no prospect of completion of the project. My freelancer absolutely failed what we promised in the contract and I believe I have the right to refund it back. Since the contract was based on fixed price and 2 milestones, I'd like to refund for the second milestone which is worth $600.
