Hi Margret, 

If your contract is not closed you will need to close it and you will be directed to a new window to leave feedback for your freelancer. If the contract was already closed but you haven't left any feedback for your freelancer you will need to open the contract > Click Terms and Settings > click the Give Feedback link.
