Upwork Refund not recieve in my bank account

After a complete discussion, I sent an offer to the developer. But he's a scammer.
He lied at the start and now when I send an offer he wastes my 6 days.
Now when I withdraw this offer but do not return my payment back 
why?
Where is my money? 

It's been 420$

and still not receive 84$ of my last project
total - 504$

Why is Upwork too un-secure for payment?

Why does the payment not come in the balance of Upwork? what is this direct send to card or bank and then disappear 
my bank says there's no  payment comes,  Talk to your website from where payment needs to be returned and Upwork support says talk to your bank
