Who can help me?

After a very very long time I had a chance to work.  The client wants to hire me, but can't send me offer.  He wrote,"I have been clicking the Hire Freelancer button on the upward site and the site keeps freezing up on their security question page. I sent them a help request email. Been screwing around with it for about half hour trying different ways to hire you and make a payment."

Can a MOD take a look at his account his name is Steve W.?  And it is the first job in my proposal tab.
