Sure, go to their profile and click on invite, then complete the form, making sure the visibility is set to "Invite only"

Your phone number is not shared with freelancers, even if you invite them. Even if you post a public job posting.

I have posted dozens of jobs and never had anybody call me.

The only way you could get a phone call is if you post your phone number or other identifying information in your job post. So don't do that.
