It is certainly a good idea to attach samples of your work. This gives the potential client an indication of the quality of the work that you do.
You can create samples: For example if you are sending a proposal for a non-fiction writing project then pick a similar topic to the brief, research it and write 500 - 1000 words. Your samples do not have to be previous work submitted, just something to show the client what you can do.
