108 proposals and no one responded :(

Hello dear freelancers. 

May little bit boring topic , so sorry. It seems I need help. 

I have done 108 proposals and didn't get one contract yet. 

I have done already over 10 projects I'm Top Rated with 100% JSS, but don't know what is wrong with my proposals ? 
Do you think I have to lower price ? ( I'm sending proposals with 25 $/hr)

I'm Master of Arts and doing my PhD, have over 5 years of experience in graphic design and illustrations. Also from 2019 working as UX/UI designer, here I'm still junior. 

It's not about few days, I haven't new contract already few months. 

Is it normal ? 

Do you have any advice ?
