I have done a 5 minutes search and found that clients can and will contact you via Skype. The only requirements is to be interviewed first; well, is having a conversarion with the client is considered an interview? if yes, then what should I do in this case? given that my answer was "I will be available tomorrow 04 p.m).
Did I violate Upwork's ToS by answering? I haven't contacted them [yet], I just wanted to buy myself some time till I know what to actually do as I am new to Upwork.

I don't know where you got your info from but it is wrong. Communicating outside Upwork before a contract is in place on Upwork is a violation of their Terms of Service.

Upwork has Zoom integrated and an option to video call within the chat, highly recommend using this feature instead! Contacting the client outside the platform before the start of the contract is a violation of Upwork's TOS.

Skype = 99,9% scam.
I have done a 5 minutes search and found that clients can and will contact you via Skype.
Search some more, you will find very good information on how not to violate ToS.
