Clients post fake requirements regarding job.

To increase the chance of being hired for a particular job I usually apply on the jobs where client need more than 1 freelancer.

But what client does is they post that "Need to hire  5/10/20/99 etc freelancer" and end up the job only hiring 1/2 freelancer, Is that good enough? It's obvious client is posting fake requirements, we buy connects and upwork isn't caring the job they should provide, charging freelancer everywhere but what is the hiring percentage? Not good enough I guess.
