Hello, I try to withdraw 134$ from the non-US Bank account, so I will need to pay a 30$ fee, but my withdrawal its failed and money is refunded only 89$. WHY???

If you using wire transfer, the transaction is still cause certain amount even if it is failed (not sure how much). That why it is needed to check all of the information added for this transaction and make sure it's right.
