If any job proposal is still submitted or active for many days but client neither closes it nor gives any response then what does it mean and what a freelancer should do under such circumstances? TIA

You dont do anything, its best to apply and try to forget. If you get interviewed- thats well and good, if not then you try another posting if you want.
