Upwork really should work on its communication skills.
I was looking for something unrelated and came across this:
"Upwork will undergo regularly scheduled maintenance on January 25 beginning at 16:00 UTC for approximately three hours. During this time, some functionalities such as job post and login will not be available."
This sort of information should be broadcast to all users well ahead of time, not hidden in the bowels of Upwork.com.

Thanks for your note, John.
All my Upwork messaging has been going to the same email address without any problem I am aware of. I get multiples messages each day at that address.
But I have not received any notice of a planned Web site downtime in recent memory.

Agreed; I only saw it as a popup on the help website. If they can send me an email for every message I get, they should also send an email about scheduled downtime, which is far more serious. I guarantee that tens of freelancers are going to end up missing deadlines and a few will be fired because of this.
