I received an e-mail on Jan 6, 2022 03:20 and I why did not receive a badge? What is the problem? Everything needed is available.

You have a Job Success Score so you can't have a Rising Talent badge. The two are mutually exclusive.

The next badge you could aim for is "Top Rated"
