you have to reduce what your are charging hourly like $5/hour because you are competing with Top Rated freelance who you are charging the same. First you have to work on low payment and ask for 5 Star untill you build your so called freelance profile to be attractive and you can charge what you want. I worked with $4/hours in six month to build my profile.  I think this will Help.
