is that's a scam thing ?

i'm sorry but this is the first time to see something like this on upwork

is that's a scam of spam thing ? he got into the upwork messages too and asked me for the mail for the work

It is not a scam.
It seems to be the new Upwork (Talent Specialist).
That gets top talent freelancers for enterprise clients.

Joining the TS program is free. If the OP got an email asking for money, then yes, it's a scam.

They told him his account needs to be upgraded to a talent scout account at the cost of 199 per year. 

That is really evil. Did Upwork ever move forward on implementing the pop-up messages warning freelancers about typical scams?

Not that I'm aware of, but if they haven't, they should. And how about a pop-up whenever a freelancer is about to accept a fixed price contract or manual hours contract warning the freelencer that if the client's payment method is later discovered to be fraudulent, they will not be paid for any work they did, and if they've already withdrawn the money, they will have to pay Upwork back?

They have added a pop-up banner that says something along the lines of "stay on Upwork." (I can't get the thingy to pop-up now)

 

Yes, some scammers are upping their hook. Still though, if you stay within the rules, there is no score for the scammers. I have received a similar "job offer" and it took me a few seconds to realize this was not Upwork.

 

Considering what you see with filters off, like phone numbers and what the filters can't hold like the "make mony for rewriting typing werd $$$$" that have never been removed, I think the scam pop-up is probably not going to happen.

Yes, Terms of Service reminders were implemented back in April and you can find more information about that feature here
The type of activity Yossef reported here was taking place in the Community and we've already taken measures to adjust our filters to catch it in the future.

It is a scam if anyone wants a freelancer to buy something/anything. The scammers may use the word "Upwork," but it doesn't matter. Neither Upwork nor a legitimate client will ever ask you to buy anything. There are specific jobs where fees are involved, but those situations are still set up with all funds going through Upwork.

I never heard that talent scout costs anything. In any case, there is no upgrade to a talent scout account, that doesn't exist.

I know that for various reasons you edit the posts, but apparently this is a new scam, so could you leave the images "retouched" so we can see what it is about.
By deleting them, we don't know what the scam looks like.
