I've fulfilled all the criteria for the Top Rated badge, but unfortunately, I haven't received the badge yet. Can you please help me understand the issue?

Hi Abuzar, 

I believe this article in Upwork Help might help you with your question. Since you're an exclusive agency freelancer. As such, you will have the Top Rated badge on your profile if your agency gets the badge. 

Here are the eligibility criteria for an agency to be Top Rated. You can read more about it in the article I linked above. I hope this helps!
